Samtse Dzongkhag awards Basu Dev Upadhya who stood 3^rd in BHSEC 2019 coinciding with 40^th Birth Anniversary of His Majesty The King. He scored 89%. He also topped BCSE 2017 at 3^rd with 92.20%.
